Sen. Saxby Chambliss (R-GA), ranking Republican member of the Senate agriculture committee, blasted a recent Washington Post editorial regarding domestic cotton production and the global market.

USDA Issues Final 2007 Direct Payments
USDA announced on Sept. 25 that approximately $4 billion in final '07 direct payments will be issued soon to producers with base acres enrolled in the Direct and Counter-cyclical Program.

A federal court in San Francisco blocked the Department of Homeland Security’s (DHS) no-match rule from taking effect as scheduled -- providing employers with additional time to make sure they are ready to comply if and when the rule does become effective.

Fact Sheet Includes Information on USDA Crop Disaster Program
Eligible farmers can sign-up for USDA's new Crop Disaster Programs beginning Oct. 15 if they suffered quantity losses to their crops. USDA will announce and conduct CDP sign-up for quality losses as soon as possible. CDP provides benefits to farmers who suffered quantity and quality losses to ’05, ’06 or ’07 crops from natural disasters if the crop was planted before Feb. 28, ’07, or, in the case of prevented plantings, for crops that would have been planted before Feb. 28, ’07.

NCC Approves Marketing Loan Adjustments
The NCC approved a comprehensive set of recommendations which addresses virtually every criticism leveled at the cotton program. The agreement paves the way for substantial changes in loan provisions to improve competitiveness, speed movement of cotton to market and strengthen the industry's ability to defend the central component of the producers' safety net.

Loan Cotton Charges and Transfers Described (48k pdf)
This NCC-developed paper describes loan charges that producers may face upon forfeiture of cotton and points out how recent regulatory changes may have affected loan charges. Also, on May 18, USDA's Farm Service Agency updated "Fees and Charges Assessed by the Commodity Credit Corporation for Loans and Transfers," their fact sheet that also includes an updated table that lists redemption and forfeiture charges.

USDA Releases ’07 Loan Schedule
The schedules of loan premiums and discounts for the ’07 upland and extra long staple (ELS) cotton crops can be found along with tables of upland and ELS cotton differentials and schedules of loan rates for individual qualities. Also available at the FSA site are loan rates for the base grade of upland cotton at each approved warehouse location.

In comments to USDA's Farm Service Agency, NCC Chairman Allen Helms urged incorporation of NCC's recommendations into final regulations on cotton storage, handling and ginning requirements for cotton marketing assistance loan collateral.

The NCC prepared a paper entitled "Oxfam: Fabrication, Flaws and Fallacies" in response to Oxfam's claim that Chinese cotton farmers are beset by U.S. cotton subsidies.

A NCC paper summarizes the marketing options available to producers and key rules/procedures of the marketing loan program and the loan deficiency payments because with low prices prevailing for cotton and other loan-eligible commodities for 2005, producers can expect to receive these forms of government assistance.

The Farm Security and Rural Investment Act of 2002 is landmark legislation for conservation funding and for focusing on environmental issues. Provisions of the new law build upon past conservation gains and respond to calls for additional cost-share resources available to farmers and ranchers.
